1. WHO CAN APPLY FOR GRANT FUNDS THROUGH THE LAW ENFORCEMENT PLANNING COMMISSION (LEPC) FEDERAL PROGRAMS?

Non-profit organizations, faith based entities and governmental agencies are eligible to apply for funding through LEPC. No individual applicants are eligible.

2. ARE PROJECTS PROVIDED START-UP FUNDING?

All programs are funded as reimbursable awards. Grant funds are awarded to nonprofit and faith-based organizations on a reimbursement basis. Governmental entities are able to access their funds through the Enterprise Resource Planning System (ERP System).

3. DOES LEPC SPONSOR PROGRAMS AND/OR EVENTS?

No, LEPC does not provide sponsorship of any programs and/or events. Funding from LEPC is provided solely through the grant award process. Potential recipients apply for funding through grant applications.

4. WHAT TYPES OF COSTS AND ACTIVITIES ARE UNALLOWABLE?

Unallowable activities and costs may vary by programs. The following are activities that cannot be supported with grant funds:

  • Minor Renovations/Physical modifications to buildings
  • Construction
  • Foods and beverages
  • Conference trinkets
  • Lobbying
  • Fundraising
  • Purchase of Property

Prospective applicants are encouraged to discuss unallowable cost further with grant managers.

5. CAN FUNDS BE USED TO PURCHASE VEHICLES?

Vehicles are typically an unallowable cost, however through the Victims of Crime Act (VOCA) and Justice Assistant Grant (JAG) there may be special considerations depending on the project. Prospective applicants are encouraged to discuss the purchase of vehicles with LEPC grant managers.

6. WHAT TYPES OF COST CAN GRANT FUNDS SUPPORT:

Generally, grant funds can support cost related to personnel, operating cost, training, supplies and equipment. Prospective applicants are encouraged to discuss projects cost with LEPC grant managers.

7. WHAT TYPES OF PROJECTS CAN LEPC GRANT FUNDS SUPPORT?

LEPC grant funds can support criminal justice projects such as crime prevention, juvenile delinquency and prevention, criminal justice initiatives, victim services, correctional enhancements and substance abuse projects that have a criminal justice nexus.

8. WHAT FEDERAL GRANT FUNDS ARE AVAILABLE THROUGH THE LAW ENFORCEMENT PLANNING COMMISSION (LEPC)?

LEPC currently manages the following federal programs:

  • Coronavirus Emergency Funding Supplies (CEFS)
  • Justice Assistance Grant (JAG)
  • Juvenile Justice and Delinquency Program (JJDP)
  • Prison Rape Eradication Act (PREA)
  • Residential Substance Abuse Treatment (RSAT)
  • Violence Against Women (VAWA)
  • Victims of Crime Act (VOCA)
9. WHAT WOULD BE REQUIRED OF RECIPIENTS OF GRANT FUNDS?

Recipients of grant funds will be responsible for managing their project by submitting the following:

  • Monthly Fiscal Reports, detailing expenses and the reimbursement request
  • Quarterly Programmatic Reports, detailing the projects progress
  • Final fiscal and program report at the end of project grant cycle
10. WHAT ARE APPLICATION ELIGIBILITY REQUIREMENTS?

- Active System Award Management (SAM Registration)
- Active Unique Entity Identifier (UEI)

b). NONPROFITS/FAITH BASED ORGANIZATIONS

- Articles of Incorporation and By-Laws
- IRB Determination Letter (501©3 status)
- Certification of Good Standing
- Statement of Financial System
- Active System Award Management (SAM Registration)
- Active Unique Entity Identifier (UEI#)
